The server group concept (introduced in https://blueprints.launchpad.net/nova/+spec/instance-group-api-extension) has an API that implies sequential scheduling --- the group members are scheduled as they are created rather than all at once. The next step to take on the road to holistic scheduling is to enable simultaneous scheduling for today's server group concept.
