Tempest documentation gaps

There has been a tremendous growth in the number of contributors to tempest in the past couple of cycles. With >150 people contributing to tempest during Icehouse compared to just a year ago during the Grizzly cycle when there were only ~60 contributors. This coupled with the growing development velocity in the project, has meant that the poor state of tempest documentation leaves both new developers and tempest users lost. Most of the knowledge around using tempest is in the heads of a few developers which isn't published anywhere.

This session will be a discussion of what documentation gaps we have in tempest. Specifically discussing things like which areas need to be fleshed out more, where we need to push documentation, (whether it be the generated sphinx docs, wiki pages, etc) and things like writing a tempest users/operations guide which we don't have today.
