Alarm evaluation improvements:

Let's review the current state of alarm evaluation and the different approaches of improving it.

- aggresive refactoring approach: move alarms into pipelines
- non-aggressive approach:
- giving alarm evaluation direct DB access
- computing statistics piecemeal - only compute aggregates of the samples that were created AFTER the last alarm evaluation, then combine with the previous aggregates and save them for use in future evaluations
- other ideas and suggestions

effective logging in ceilometer:

ceilometer is unique in that our code has very few unique channels and (very) heavy load constantly flowing through them. because of that, we often have either way too many logs or no logs at all.

this session hopes to identify what is useful to log and how to effectively implement it without flooding
