Scalable Sahara and further OpenStack integration

1) multi-process execution (sahara-api, sahara-engine)

We should discuss design of multi-engine support in Sahara. In fact design was already discussed before the previous summit and on it, but probably we'll have some corrections.

Current multi-engine approach:

* sahara-api holds api, validation and read operations;
* sahara-engine holds all other operations like clusters provisioning and etc.

===========================

2) guest agents (MQ-based, Marconi-based)

As it was discussed on previous summit we have some connectivity issues while using direct access from controllers to VMs for SSH access, so, we're starting discussion around the Unified Agents approach. We should discuss plans about guest agent for Sahara.

==========================

3) further OpenStack integration

* Heat
** hardening of Heat-based provisioning
** testing in gate of Heat-based provisioning
** Sahara resource in Heat
* Ceilometer
* Ironic
